Fishing boat codes

European port distinguishing letters as shown on fishing vessels

Ports in different countries can have the same letters.

e.g.

A = Aalborg Denmark
A = Aberdeen Scotland
A = Antwerp Belgium

AA = Aabenraa Denmark
AA = Alloa Scotland
AA = Westeraccumersiel Germany (?)

AL = Ameland Holland
AL = Langeoog Germany
AL = Leer Germany (?)

F = Fano Denmark
F = Faversham England
F = Fecamp France

etc..
 
Are these fishing-boat-type codes only for fishing boats? Or can one be put on e.g. a dredger or a tug or whatever sort of work boat which is based at that port?

But in practice I've only seen it on fishing vessels, that's if I remember it correctly.

That link is a Wikipedia link, and I was checking if Wikipedia's information was right. I vaguely remember someone telling me that only fishing boats come under some law about grants.
