Yes, Jim Jenkins of NCEL/NFESC and NACE developed those underwater tools specifically for Ocean Engineering back in the 1980's. I've had his training.

I did take a class on corrosion taught by a guy named Ron Latanison. I talked to Ron about these issues while building some titanium hulled submarines for DARPA.

That's nice, but Manta Ray is a UUV, not a submarine and in any case the surface area ratio of a vehicle using a Ti PV or frame (such as PX-15, DSV-1, DSV-2, and DSV-4) is <10 even if the whole skin is CF... which is not a small fitting on a large hull. FWIW I don't want to get into an experts stacking exercise, it accomplishes nothing and would be boring to the OP. Suffice to say I have worked with the US Navy experts at NCEL/NSFEC and Navy Post Grad School Monterey as well as having taken the coursework from them. In my experience, I know what happens when a contractor attaches an itty-bitty piece of Ti to a big old piece of CF, and it ain't good.
