    There's a good reason these sort of things don't get seen or done often. You only have a few routes to take, one is a floating home, attached to land (typically using shore based utilities) or classified as a fixed dwelling (a beach house). There aren't many places in the USA that permit this, with real estate values being what they are. Another is to treat it as a vessel, which has a whole new set of issues (it's a boat), getting out of harms way, not withstanding. A moored craft has similar zoning issues as a houseboat or other fixed craft and one good storm can offer a bad hair day for a lot of folks. Simply put, costs and zoning are the usual difficulties. It's cheaper and easier just to build a houseboat or shore side home. Lastly, it's becoming increasingly difficult to own water, in most places in the USA, meaning you could design a well founded home, but can't get building rights or permits, just off shore. The worst part of this is it only takes a little research to find out the major pitfalls of a project like this, which might explain why the OP hasn't returned.
