Because the tar sands oil sinks to the bottom of the affected waters rather than floating on top where it can be removed by skimming, or thru evaporation processes.

I think the dog came away with it as he/she would explain that shadow evidence does not stand in a dog court, but the animal also has a wine bottle at the feeder bowl . .

    Is it a Irish Soft Coated Wheaten Terrier . . ? ?

My second guess would be a Dutch Smoushond (Smous = kinda Griffon, hond = dog), but that doesn't match with the Lady's matches, which look to be British . .

I posted the above here and just found a 1930 Japanese Watercolor on Silk which must be made after this photo . . :)

And I've found below oil painting after the same photo for sale, but it seems they don't know it's the Lightning as they don't mention it on the sales page . .

    Ocean sunfish cleaning time.

Sunfish and seagulls are symbiotic . The sunfish becomes covered in parasites. To get cleaned is lies in its side on the surface. Seagulls land on the sunfish then pick, eat, the parasites off its body. Without this cleaning the sunfish will die.
I recently sailed through a school of hundreds of sunfish , each with a seagull standing on it, eating parasites
