The Law of the Sea Convention

The Law of the Sea Convention, also known as the “constitution of the oceans,” governs all aspects of ocean space, from delimitation of maritime boundaries, environmental regulations, scientific research, commerce and the settlement of international disputes involving marine issues.

It was first opened for signature in 1982 and entered into force in 1994. There are 162 governments that are parties to it – 161 States and the European Union – but not the United States...

The United States has not ratified the Law of the Sea Convention, and today Interior Secretary Ken Salazar said that puts the country at a disadvantage. “It’s a terrible shame the United States has not signed off on that treaty.” ...“The President supports the Law of the Sea treaty,” said Salazar.

But as with all treaties, the 100-member U.S. Senate must ratify the Law of the Sea Convention by a two-thirds vote. Only then can the President ratify it. On July 16, 2012, the U.S. Senate had 34 Republican Senators who have indicated their intention to vote against ratification of the Treaty if it comes to a vote... [Thank you Republicans. ]

Before a June committee hearing on the issue, [Democratic Senator] Kerry said, “We’ve effectively lived by the terms of the treaty, even as a nonparty and a holdout. But we’ve deprived ourselves of its benefits! We live by the rules, but we don’t shape the rules, we don’t take our seat at the table and grab the veto that’s awaiting us there to protect our interests against China and Russia...”

During a June Senate hearing on the issue, [Republican Senator] Lugar said, “The Law of the Sea already forms the basis of maritime law regardless of whether the United States is a party. International decisions related to resource exploitation, navigation rights, and other matters will be made in the context of the convention whether we join or not. And we will not even be able to participate in the amendment process to this treaty, which is far more likely to impose new requirements on our Navy and ocean industries if the U.S. is absent.” “Because of these factors,” said Lugar, “the people who actually deal with oceans on a daily basis and invest their money in job-creating activities on the oceans want this Convention ratified. They do not want to be at a competitive disadvantage to foreign industries...”

I wouldn't guarantee it was that much of a joke, Hoyte. There are a lot of people at both ends of the political spectrum with irrational attitudes towards LEO's as symbols of authority....

Obviously they aren't perfect; they're susceptible to all the same frailties as the rest of mankind. But when the **** hits the fan, they get paid to run towards the trouble instead of away from it. And occasionally they die doing so....

Climate change is a serious enough problem, but it could be a lot worse. About half of the carbon dioxide we’ve pumped into the atmosphere by burning fossil fuels has been absorbed by plants and oceans, rather than staying in circulation to drive up temperatures...

To get that answer, Ballantyne and his co-authors used what Ingeborg Levin of Heidelberg University, writing in a Nature commentary, called “a strikingly simple approach.” They took estimates of how much CO2 humans have been pumping out over the past half-century and subtracted the amount that has stayed in the atmosphere. Whatever’s left over must have been absorbed by the land (or more accurately, by plants growing on land) or by the ocean; there’s nowhere else it could have gone...

What the new study doesn’t answer is where, exactly, the CO2 is being absorbed. One possibility is the lush vegetation in the tropics, where plants take in CO2 for growth, and where, said Ballantyne, very little data is available. Another is the deep oceans – again, a place where scientists and their instruments haven’t gone...

When the Earth finally does reach its absorption limit, all of the CO2 humans emit will stay in the atmosphere, and that will turbo-charge the pace of global warming. “We don’t know exactly when we’ll reach the limit,” Ballantyne said, “but our models suggest things will turn around on land, at least, sometime in the coming century, maybe even by 2030-2050. I would really hope,” he said, “that we can cut back on fossil fuel emissions before that.”

LCV Launches $1.5 Million Program to Defeat Five Climate Deniers

WASHINGTON – The League of Conservation Voters (LCV) today announced the launch of a new $1.5 million program aimed at defeating five climate change deniers in the House of Representatives this election cycle. Reps. Ann Marie Buerkle (NY-24) and Dan Benishek (MI-1) are the first candidates named to the program, called the “Flat Earth Five.” A new House incumbent will be named to the program each week over the next three weeks.

“We can’t expect Congress to address climate change when some members of the House of Representatives refuse to admit it even exists. We need to defeat climate deniers like Ann Marie Buerkle and Dan Benishek to restore the place of science on Capitol Hill,” said Gene Karpinski, President of the League of Conservation Voters...

Its pretty close and I can see them pushing helecopters out of the shed on the back.
