more rpms

]I have a fisher deck boat with a 3.0 mercruiser,gear 2.0 with 19 pitch prop.
My problem is my rpms match my speed ( 10mph=1000 rpms, 30mph=3000rpms).My engine does not run hot, stays around 180.Every gauge I have checked into says this is not possible, but I've seen it. My speedometer is in the foot of the motor. Exhaust checks out fine. My engine does not seem to be loaded down. Does anyone have a suggestion as to what to try to get a better hole shot for pulling skiers.I bought the boat used and I don't know what the manufacturers prop size was recommended. Is my gear too high. Any suggestions would be helpful.
 
If your maximum RPM is 3000 that is too low. The target would be 4200 to 4600. A lower pitch will give a better hole shot and get you in the proper operating RPM range.
