This is a horrifying testimony to what I witnessed in the video. I believe the NTSB needs to follow Canada.

If they blame the operator, I will consider it a sham.

I watched the video. It was a head sea with waves coming over the freeboard. The following boat was clearly doing the same thing, but had enough reserve buoyancy to bounce in the waves; whereas the duck had none.

The US is weak when it comes to something like a national grounding of dangerous boats due to state law variations.

The testimony of ondarvr is simply the worst review I have ever heard of a vessel for charter.

    Gonna need a neckbrace.

Wasn't that bad. The vehicles are 70 yr old antique amphibious trucks not a modern plastic boat. You really can't compare them that way. It rides just like you would expect a... 70 yr old antique amphibious truck. It has a novelty all in itself, and the ones I've ridden in with my family felt perfectly safe.

And it was the operators (not just the driver, but the management of that operation) fault. These things should only be paddling around still swamps and lazy rivers, not trying to navigate anywhere where waves can build or driving around in urban traffic. And as anyone who has a vintage car or other machinery, maintenance isn't something you can skimp on without it biting you.

Brand new tour busses crash and kill dozens, along with airplanes, and thousands of other ways people die every day. How many tens of thousands ride on these ducks every year without any one getting hurt? But oh noes! The whole chain of fail lined up in this one time and its "government save me!" from something that's not likely to happen to you even if you rode a duck every day for the rest of your life.

You can't back that up with even one document, which you wrongly claim to exist.

Yet they still use the Ducks all around the world for this, and they sink everywhere . . .

Duck tour jalopy ‘‘Normandie’’ on 7 June 2018 on the North Sea beach in Koksijde in West Flanders as a tourist sea excursion vehicle, just € 6 p.p. for a spin...

There is nothing wrong with saying these are woeful and inadequate.

17 people died in wjat appeared to be nothing more than a 4' fast seastate.

The woman who survives describes exactly as it appears. Everything was fine and in an instant the cup was full and the people were in a sinking vessel essentially entombed.

From a design perpective; removing the canopy would at least have afforded escape.

Don't be so quick to come down on the government TO act; the clear inaction of government lead to this event.

From a design perspective; is it realistic to expect these would ever be approved for charter drawn up today? All for the thrill of driving into the lake off the landing?

There are boats all around the world and they sink and/or kill their occupants too. I guess we should ban them all right?

So, you are ignorant as well as reading comprehensionally challenged?

Its a risk to get out of bed in the morning. People do all kinds of things just for "thrills" or rather the experience of it. The problem is that our society has created the illusion of safety and entitlement. There are people who would effectively ban you from going out on the water in a boat because... you might get into trouble and must be protected from yourself.
So no. You would have to be insane to start a business where someone might get hurt (unless you can make a fortune before it happens). Actually you won't even get that far, government regulators will cut you off with a mile of red tape and insurers won't even touch you. Much better to make "billions" on a phone app that is the electronic equivalent of a pacifier. It goes well with the nanny state.

From the accounts and the video, I think the vehicle suffered a structural failure in the beating from the breakers that caused its flotation chambers to flood. Ducks are ridiculously overdesigned for just paddling around. It is mostly empty space around a truck frame. Ordinarily the cargo/passenger deck on these is completely above the waterline. You could make it a swimming pool and it would still float.
