Is it possible to remove the paint from the fiberglass hull, and restore the gelcoat.

 

Yes. You can use chemical paint stripper, power sanding, soda blasting, or a combination of the above. There are many good youtube videos on this which give a good idea of how well each of these work. Once you are down to gelcoat you can see if there are blisters that need to be removed. If the blisters are extensive enough that the gelcoat itself needs to be removed thay can be done also and it can be replaced with urethane paint which might be cheaper than gelcoat. Good videos on blister repair also, and removal of gelcoat when necessary.

 

However once you do remove the paint you will most likely find out why they painted over the gelcoat in the first place.
