Define ship, in this case.
To stop a 300 meter tanker takes more or less work depending upon what's in its holds. I don't think a full tanker can stop in less than a mile.

It is my understanding that commercial ship's are required to be able to stop within 15 times their length.

I think this ability is quite important. It might be more applicable to small boats.

I don't know how fast a reverse-pitch reaction can be without damaging the propeller. It probably depends on the propeller's scale and the type of reversing mechanism.

Nothing stops immediately. In theory, a theoretically rigid body could impact another theoretically rigid object of infinite mass and stop immediately. In the physical world there is always a delay.
