Are you looking for bulk? Or one offs/custom?

I have always fabricated mine out of Starboard or varnished Teak/Mahogany.
Gauges themselves from various manufacturers depending on the application.

    Try Kem Equipment,
They build Kodiak Marine engines. When we bought their engines, they had a panel already made up, and very reasonable

    Welcome to the forum.

All of the usual suspects that manufacture instrumentation also can offer them assembled in a panel. Have you contacted any of them?
