    small boat in the size of 3950 mm. can be made with different layouts. however, I doubt very much whether it makes sense to install a car-type console on such a short boat?

    Lots of practical uses if you are around a reasonably busy waterway. There will be lots of yachts, fishing and passenger boats that got moored in tight quarters, maybe have their own power, maybe no power, but need to be extracted from tight narrow moorings without ramming into other boats. Then maybe they gotta be anchored, but maybe can't run anchors to where the anchor wants to be. Also deploying floating booms around boats that are undergoing repairs to contain any oil or other spills. To be practical, I'd make the gunnel rectangular for nice flat pushing surfaces, and flat on the sides for lashing up to another boat or barge and parallel "towing". I'd bet that a mini-barge would also be practical and popular. Maybe you got a big fancy yacht and will be mooring and entertaining, but would rather not have lots of idiots with boats that might or might not know how to use fenders slamming up against your yacht. Solution is to properly moor a minibarge to the yacht then let visitors moor to mini-barge.
