False Overheat And Rpm's

    2000 evinrude 115 ocean pro is giving a false reading, no overheat
    problem but cannot go over 2800rpm, not always, sometimes runs
    fine could last for months but comes back, any help, sometimes
    engine overheat light comes on sometimes it doesnt
