Scantlings software for free

I've been searching for scantling software tools, and this is what I've found:
ISO 12215-5: Scantling Calculator
ISO is developing software to be released as part of the standard with its next edition. Till then, legitimate owners of ISO 12215-5 will have access for free to the Scantlings Calculator.

ISO 12215-9:
There is also a free downloadable software (10mb) to check Keel Design: ICOMIA Keel-Checker v3-0-1 (10MB)
Users should obtain the six-digit code to unlock the evaluation version from Dr Robin Loscombe (Robin.Loscombe@solent.ac.uk).

I've found awesome (and useful) this combination of a complete Scantling Rule:
(Rules for the Classification and the Certification of Yachts (NR 500), last release march 2012)
and ComposeIT, a very practice (free) Scantlings Software (see previous post).
No unlocking codes, no evaluation version: it just works.

I don't understand why BV offers for free what ISO charges a little fortune, marketing in a gobernment level perhaps?
