Is it available to make manholes in side girders for small vessel (40m length) build under BAS rules?
This point is not covered in rules
(for center girder it is not available)

You can Cut manholes on Side girders. As a practice, ensure that vertical extend hole is less than d/2 (d= depth of girder). Refer following part of ABS Rule for Center Girder. Same guidelines may be applied for Side girders.

Part 3 Hull Construction and Equipment
Chapter 2 Hull Structure and Arrangements
    Section 4 Bottom Structure

    1.3 Center Girder

"Where the girders are not required to be intact, manholes may be cut in every frame space outside the midships three-quarters length; they may be cut in alternate frames spaces within the midships three-quarters length. "
