repair to boat dock

    HI ALL
    Sorry if this is posted in the wrong place , but I didnt know where to get help. The lake I live on is very corrosive to steel pipe, when the dock was built the pipe was coated with plastic, water got behind it and ate the steel. The next time the lake dropped I cleaned the steel and painted with bottom coat, that peeled off in a year. Now the lake is down again and I want to know if I grind it down can I wrap it with resin and cloth? will it adhere and not let water underneath it? Or any other sugestions to keep the steel from rotting. Galvanized is out of the question. thanks in advance for all input

    i also use stuff called "rigkote" but only know 1 place to get it,,,,,,its even better,,,,,,and both these paints are less then $50 a gallon :D
