    The Royal Institution of Naval Architects in London publishes Ship and Boat International.

    I am sure they must have a library of back issues. As luck would have it, I happened to copy that article from my old issue before I discarded it. If you cannot get a copy from RINA, send me a private message with a local fax number and I can fax it to you.
