    Welcome to the forum

It would be helpful to know type of boat and engine.

Most lickly thru hulls used to bring raw cooling water to engine
Sometimes used to send wastewater overboard. Highly discouraged unless way out to sea.

You can see one with smaller hose attached on my current project. The raw water flows into a heat exchanger (radiator) then is injected into the large exhaust pipe to prevent it from getting hot enough to ignite fiberglass resin.

That looks like the through hull fitting for a depthsounder or speedometer.
