Guess I'll have to google the internet in order to find out what is the actual claim of that Kazakh scientist. The journalist who wrote the article evidently didn't understand it or wasn't able to explain it. Though one cannot say he didn't try.

Description of the "Navier-Stokes" Millenium Problem is at http://www.claymath.org/sites/default/files/navierstokes.pdf
It is for the 3D, incompressible Navier-Stokes equations with the problem being to "prove" one of four statements concerning existence and smoothness or break-down of solutions of the Navier-Stokes equations.

Proving one of the statements will probably not have any immediate benefits for actually solving Navier-Stokes equations for arbitrary geometry. However, it may provide insight into the behavior of some solution methods.
