Rudder Design

I am too old to sail anymore, but I like to go offshore to fish
in my 17 foot runabout. I have an old LASER mast boom and sail
that I could maybe use as emergency propulsion. I wonder if I could
build a long narrow rudder that could possibly provide enough lift
that I would not need a leeboard to at least close reach. Would a 4 ft.
deep 9 inch wide foil for a rudder keep me from slipping sideways?

 

The appendages need to be balanced under the sail plan to be effective. You might consider a slip on or clamp on leeboard, that could be easily stowed when not in use, plus of course a rudder.
