    Here it says it's Harlan and Anna Hubbard’s shantyboat at Fort Thomas, Ky, no date given there for this pic, but since Harlan lived from 1900 till 1988, and in the surrounding similar pictures they look fairly young, my guess would be ± early 1930's for this one.
