operating costs for a tanker ship

    I do not know if I can post this thread here but I could not find an answer anywhere

    In the following report

    the Time Charter Equivalent is calculated using this formula:
    TCE= {{[(18.08x.303x254046)-[(395687 + 78750 + 30000 + 60000 + (.87x254016)]] /60.5} x30.4} / 260000

    $395687 is the fuel cost.
    I am wondering what other costs represent especially the last one 0.87x254016 taking into account that 254016 is the total cargo weight.
