Newbie boat owner with newbie questions

It's for marine grease, and looks extremely clean, like someone was about to re-fill it. You don't need to if the shaft isn't turning.
 
The new teflon packing material is much better than flax. It won't need grease, which makes it cleaner and simpler. Also, an outboard will make the boat behave differently than an inboard. The center of gravity is move aft by quite a lot.
