Sadly, the previous owner painted the deck and cabin with outdoor home water based paint.

    Now what do I do?

Repaint with a good quality house paint. Exterior house paint is about as durable as any paint you can buy. Many a commercial fishing boat is painted with house paint because it is cheap, it is long lasting, and easy to repair if needed.

Here is the downside. You must allow that kind of paint to cure over ten days to two weeks before it becomes relatively bullet proof. That is to say that it should not be exposed to any kind of soaking for several days. Aside from that....go for it.

    It depends.
What are your objections to the paint. What that paint is covering up. And your cosmetic goals.

    If it has to go-
You should already be aware of the many problems associated with its mechanical removal.

    Some other removal options-
    Steam/heat
    High pressure (1500 psi) water
    Concentrated TSP
    Citrus stripper
    Alkaline stripper

These all have their own assortment of dangers, but should be relitively gelcoat friendly. You will need to do inconspicuous tests.

    Edit
Under no circumstance use a stripper containing CTC!!! It will leave the latex alone and dissolve the fiberglass from under it.
