In the absence of some expert advice, your best plan is to obtain a workshop manual and follow the troubleshooting instructions. A basic multi-meter or the like would probably be useful, but get the manual for sure before buggering around and doing damage. It might not be a bad idea to check the plugs for fouling, clean them up if so, or simply replace with a couple of new ones as a cheap first option.

If its a older 9.9 Corrosion on the points under the flywheel ! have to remove the flywheel and the cover plate and take the points out and scrap the gung off and then polish both sides with 1200 sand paper till they shine !:D
Also check for corrossion where there are push connections within the wiring also the coils themselves , look for cracks where the ht leads exit the coil and cracked wiring insullation !also where wires could be touching the castings around a sharp corner and chaffed through . Lastly the stop button check its still working properly !!. A test light or a multi meter is the only way to find any of these things including the points !!. and the spark plugs to !!

can you either take a photo or post the model number
Kill switch is one place to look as Tunnels says, it should be an open circuit
    last points's engine was 76
    got powerpack then no points
