LR rules for hatch covers.

    a steel hatch cover of 3.0 m2 (>2.5 m2), located at the fore quarter of the vessel (0.25L), on an exposed deck and the opening is leading to a cargo hold or a space below deck, which rules we have to use ? Rules for steel hatch covers or rules for miscellaneous openings?
    what is considered as miscellaneous opening (Section 6) or a small hatchway, apart from what is covered from UR S26 (Small hatchways on exposed fore decks)? Unfortunately, rules are not so clear.
