For this boat, just use the same paint system you would use for doing the exterior of a house. An exterior grade sealer, and exterior grade, 'oil' gloss enamal.

If you want to go for a longer life, use a bit of epoxy and fibreglass tape along and around all the outside joints before you put on the rubbing strips, on the bottom.

It will seal the raw plywood edge a lot better than just the paint, and keep the water out a lot longer.
