leak off pipe - Bukh 20 hp engine

I have installed a Bukh 20 hp engine which has a leak 0ff pipe with Tee piece.
One side of the Tee goes direct into the top of the fuel filter and the other should go to the top of the fuel tank. It is not possible to get into the fuel tank without major restructural work so I'm wondering if it will be ok to just plug off this end of the pipe. If I do so, will this cause any problem????
