    A waitress says: "if you want, stay here in the cold. But there is no danger: come back your cabins".

    Captain of a ship has an immense power, especially in a time of crisis where it has the right to life and death.
    Is right; in dangerous situations there is no time for debate.
    The commander decides what to do, everyone knows how to do it.

    With all this power, guaranteed by international law and tradition, who else can be found guilty?

    Few times in life we found just a black and white with no gray. Here we are as in the movie with John Wayne: no doubt.

    Yes most vessel's have tracking systems its part of piracy stuff with emergency buttons hidden around bridge captaions cabin etc
    So if the office ever bothered to look they would know

    GPS tracking is a commonplace, licenced fishing boats here are required to carry such equipment, and it is supposedly monitored by officials to ensure they don't stray into zones barred to fishing. Doesn't seem too tall an order to expect bureaucrats can do the same with cruise ships loaded with thousands of people, to ensure they don't enter waters deemed unfit for navigation. One of the great mysteries of life is what the world's army of bureaucrats actually do to justify their existence.

    Sorry, Australians speak an impenetrable strain of English that baffles all and sundry. I meant that if there was no secret about what the allegedly irresponsible captain has been doing, those charged with administering maritime safety should lose their jobs.
