In Italy there are two types of processes: civil and criminal (penale).
    Both have three degrees.
    Money matters concerning civil.
Criminal actions must be punished by criminal process (processo penale).

Criminal investigations are made by the "Procura della Repubblica", which uses the forces of order (Polizia, Carabinieri, Guardia di Finanza, capitaneria di porto, and other).
Procura della Repubblica is, in Italy, the accuse (in your telefilm, Shark is the procura della repubblica).
Any other investigative body is not expected, except as a consultant to the "Procura".

Though I think that comparing Bismarck to a cruiser ship is a bit exaggerated :) I have to note that RINA chief has resigned today: http://www.maritime-executive.com/a...sible-consequence-of-costa-concordia-incident
It might mean something, and it might be vaguely related to your considerations.

Having roughnecked on a few oil rigs, I think the term tool 'pusher' is an appropriate name for those guys. They push their crews, they push their rigs, they push their luck...

Good news from La Repubblica newspaper.
Francesco Shettino has declared to the investigators that he doesn't want to board a ship again during his lifetime. :)

    Dear Daiquiri,
if the Concordia was in 100 yards of water, it sunk in max 90 minutes.
I thing at least 2000 deaths.
No one has understood the lesson, and the resignation from RINA will count nothing.
God protect the next unfortunate: they need it.
    About Bismark ..
if we could do in 1939 to the sides of 30 cm to make war, why in 2012 we can not do the keel of 30 cm for the safety of 4300 people?
I'm not so sure to be in error.

Daiquiri, ma hai visto la Serena passare tutta illuminata davanti alla Concordia? Veramente sconvolgente!
