Need Help with the Stability calculations

Is a dumb pontoon barge of length 6m x beam 2m x height 1.6m with a draft of 0.2m and weighs approximately 2.4 tonnes stable having a metacentre of 16.67m...????

I think you have your numbers wrong by a simple decimal place, i.e power of 10.

    The BM = 1.66m.
    Since a box the KB = 0.1m
    Therefore your KM = 1.76m.
    So where is your KG?

    Transverse metacentric height : 1.767 [m]
    Longitudinal metacentric height : 15.099 [m]

is stable, if you put weights inside, if you put weights only top flips

To give a more accurate figure should be taken into account if we are talking about fresh water or seawater.

The center of gravity of the weights placed on deck could be above the transverse metacenter.

means that with the weight only on the top, when the barycentres coincide (and in your project are very close) , the pontoon capsize.
