Big advantage of catamaran water taxi compared to monohull RIB is that cat does not heel in turns, so people are not getting scared... :D

Yah...A cat is a great hull form for a taxi. If you have the budget, cats must certainly offer the most versatile platform for taxi work . Same with small ferries. Seems all the new ones are cats.

For cats: we have developed about 50 catamaran designs in last 5 years; about 30 of them are built/in production.

What is required in the local regulatory requirements for a passenger carrying boat? I know Dubai have some charming old wooden boats crossing the Creek, but these were often overloaded and with little or no lifesaving equipment for anyone. That was about 10 years ago. The Emirates may be more regulated now.
    How many passengers??
What technology, GRP or Aluminium?? Inboard, outboard, inboard-outboard? Open, partially open or enclosed???
