    The cutaway sections show it as wrapped around a core which will have been CNC cut. There are other ways too of making foils, the 29'er uses aluminium extrusions (lke Tera etc), and if you really were not too concerned about stiffness you could probably roto mould a foil in Nylon or PC.

    A lot of small builders use the two part (female) mould with glass layup, then 'blow' with foam technique which requires some minor fettling of the edge for optimim finishing but has proven a sound technique.
