Does anyone know someone who built one of these designs by @Tad ? Ideally Harry II or Laura Cove.

You want a boat that will cross the channel or even the Bay of Biscay?

I'd incorporate pipes in the bottoms of the hulls of the Harry series of flat bottom sailing scow houseboats. The idea would be you could run a greased straight shaft through the pipes and attach wheels/tires so you could drag it out of the water at any launch ramp, and even tow it nice and easy a couple miles at 3am. Maybe 3 axles and put a bigger tire on the center axle so when you fully inflate it the front and rear tires will have less weight and the (now) vehicle will be able to turn better when towed around corners. The pipes would need to be able to support the weight of the boat but they could also be part of the structure. The pipes would be flush so all that you see is 3 small circular holes on the sides of the bottom and those could be capped.
