Is the use of plain washers without backing plates for the keel bolts sufficient?
Ever heard about a chop strand mat not penetrated by resin to serve as "barrier layer" against osmosis?

No and No. Contact the Builder before your keel falls off.

Many Cruising Bavarias have that system (thousands) with no reported problem.

The only problem I know happened with the Match line (cruiser-racers) and only with a particular model, the 42. When that happened I contacted Bavaria and they told me that the keel of the cruising line was much stronger and that they, in many thousands of boats, had not experienced any problem.
