tenders for dummies no. 56 - Pilot cutters

    Another bogus Pilot boat tender this time from a Kenya Ports Managment site - requesting US$50K tender security bond then another larger bond as completion security.

    Clever, some mug pays $50K for tender, gets advise his bid is successful, pay some more $$$ and get the 'build' contract.
