    Well "we" in the Western world have learnt and learnt a lot and have safety and management systems to prevent such events occurring, coupled with proper training, surveying, daily/general ship wide maintenance and enforcement etc etc. All of which is sadly lacking in the Philippines. Not to mention that the cost of "a life" for insurance purposes is some 50 - 100 times less in the Philippines than in the Western world. Thus when life is "cheap" and no enforce of even lax safety standards this shall occur again.
