    This summer I heard they're coming-laws to protect the operators of: Powerboats, High Performance Powerboats, "Normal" Sailboats, High Performance Sailboats, Hovercraft, Dinghies, Model boats etc:

    1) You will report to the Dept. of Safe Marine Functioning,
    2) There you will be given a 4700 page Marine Common Sense IQ test,
    4) Due to government cutbacks, your test will be evaluated in 6 mos,
    5) You are enjoined by law from any Marine Activity requiring the Exercise of
    Common Sense during the period of your review,
    6) Welcome to Safe Boating in the Modern Age!
