A Moh since you are talking about a passeger vessel. I have to ask is it intended for use as a commercil vessl? or a privrate Boat If its commercial you have to meet a minium set critia (United Shiping Leage) its sets design requriets like stablity, the number of water tight compartments, fire rataing, Hull thickness, etc and also the ruls of the road.
the USL is a UN thing that govens the big picture. The local authorities use the USL as a basis for your local rules. So if you are buying, building or designing a commercial boat. The best thing I think you could do, see your local govenment and ask about registering a commercial boat and they should tell you how to find the local regulation
