Covering Boards

I am removing teak covering boards and do not plan on replacing them. I would like to add a layer of 1/2 or 3/4' divinycell H80 as the replacement. Would you recommend that material and how would you laminate it to the existing gunnels?

That depends entirely on how your hull and deck are buildt. Coverboards exist to provide rim strength so the deck can be caulked. If you have a subdeck then they are purely cosmetic and the question becomes what's it made of.
Without more details it's impossible to give you a meaningful answer.

The teak is strictly cosmetic. I like the raised look of teak on the gunnels. So I figured I could glass divinycell approx. 3/4" thick to existing fiberglass. Not sure how to attach and cover it.

Replace Teak with 5lb density plastic foam?
No boat for you, back to the farm with you.

Remove teak, sand the fiberglass clean, glue on foam (thickened polyester or epoxy), glass over as much as you like, fill, sand and paint.
