Can any body please tell what would be the approximate design cost of a 15m, 2T BP harbour tug with 2x225 hp twin screw conventional propulsion. Owner doesn't need any class approval.

Why are you designing a new boat when there are a ton of boats already in use that fits these design specs, not to mention a large number of used boats for sale that would fit these paramaters?

Depending on the designer and the client/builder requirements, the cost of plans may run from a low of around 3% to as much as 7% of the vessel's completed value. Most work on a "time and materials" basis now, so call around and see what you can get in a depressed market.

I know of several stock designs in that size, which will range from 5K to 10K, depending on level of complexity.
