Honda 90 hp starter issues

    Is there anyone familiar with the problem on a 1997 Honda 90 hp with the water building up in the engine compartment immediately below the starter mount that causes the starter to get wet and thus causes corrosion to the starter where it locks up and won't crank?
    Is there any thoughts or known solutions? I was told this was a possible defect due to drain hole being too small that closes up and causes the water to build up causing the problem. Any information or thoughts are appreciated.

    Drill a bigger hole.
