Boat "workshop" including a "testing tank"

    Hello everybody.
    Need assistance as to how to design/equipe a workshop for making major boat modifications..mainly fiberglass work.
    More important, is how to construct a "testing tank", and the equipement needed to mimic capcizing the boat in the tank and see if it self-rights..or fill it with water and test if it is self-bailing..etc..
    i.e. to make modifications and test their success..and then do further modifications..etc..
    Or if someone can guide me to books or sites that would deal with such issues.
