I am interested in boat insurance for steel or ferro cement home built boats. Any suggestions on how one can get liability and or hull insurance? Thanks

If you have home insurance it may be possible to attach it to it. However, you'll need a survey. Steel shouldn't be too difficult, ferro is another story.

Try Boat US. Membership is required, but their rates are good. All you need is a recent survey (that says she's not falling apart of course :D )
