there are many beach properties around here (the state has over 3000 miles of saltwater coast line!), and many of the old solutions are best. I have seen metal trolleys that run down from a boat house to the water, the older ones were on metal tracks. they used an electric winch in the boat house to lower them and pull them back out.

Not an easy thing to get permits to put tracks running into the water these days, but a similar set-up can be made with a boat trailer. Put some big off-road balloon tires on the trailer, and than you can walk it down to the beach, and use a winch or come-along hand winch to pull it back up to your property. Seems a very expensive way to go to buy something ready made when you can get a old trailer and alter it for your needs for a few hundred.
