You can find out the fees that professionals are using in your area for similar projects or make an estimate of the hours, materials and services that you will use/buy in that project and add the commercial margin that you want to obtain. It is best that you adjust to the existing rates and add or deduct a percentage depending on the degree of introduction/weight you have in that market.

Costs are materials and labor related. The plans will have a BOM, so you can estimate the cost of materials, so this leaves labor, which is a local commodity, varying wildly around the world.

You also need to add the cost of renting space to build in and transportation to the water.

..... and many other things, tools, auxiliary materials, fees of the municipality for garbage collection, water consumption, electricity, .... It is not clear if the OP refers only to the amount of the basic project or refers to the construction of the ship. I had thought he was only asking about the designer's rates.

    A project cost includes everything.

A basic project cost does not have to include construction costs. On the other hand say that "A project cost includes everything" is like not saying anything. What do you understand by "everything"?. That is what the OP would like to know.

Agreed, project costs include everything, transport to the building site, then to the launch site, travel lift costs, labor, materials, equipment, etc., anything less isn't "project" costs, but partial project costs.

That is why I always specify that it is the basic project, which is what, imo, the OP has asked, not the entire project. Why else has the OP written the qualifier "basic"? Did he mean the whole project but he gave him the name of "basic" project?. I do not think so.
I totally agree with you that cost proyect includes everything you say and, I repeat, you should clarify to the OP what is meant by "everything". Saying "the cost of the project includes everything", I find it a bit simple and of little help.

Note: what I understand as the basic project is the definition of the ship and its equipment, with all the necessary plans and diagrams, as well as the corresponding calculations. That is the previous phase, but totally differentiated, of the construction.
