I will be welding 5083 aluminum plate soon. My supplier says he stocks 5356 for the local builders. He says 5183 is better but doesn't stock it. Why are the builders using the 2nd choice material?

I can think of two reasons

    1. Cost
    2. 5356 could be better for welding different grades together, whereas 5183 may only be for welding 5083 to 5083

I don't think the cost is the reason, both filler wires are simmilar in cost.
Take a look at the attached files and decide for yourself, both options are valid, but 5183 is the better choice.

Still strange that they don't stock 5183 then.

This is just a guess, but perhaps the 5356 wire feeds better (is stiffer) than the 5183? Maybe you don't need a spool gun if you use a teflon liner and correct drive rolls?

Anyway, this page might interest you: http://www.alcotec.com/techpage.htm

Seems the CWB in Canada doesn't approve 5183 filler material.

Well, that would explain it then...
