    You can look at the bewildering array of regulations and forms required but it will be easiest to contact actual people and explain your situation, as 46 CFR covers everything and everything is not required for your situation. Go out of your way not to piss off anyone, as anyone can make it real easy or real hard for you, depending on their mood.
