24v double pole

I'm renovating an swan 53 with double pole 24v system. My question is : why are my volt D.C. Volt meters reading 48v?
 
That would mean there are two 24V setups in series. Can you post photos of the batteries and connections?
 
Have 3 banks service start and radio. Each reads 48 on onboard volt meter. Even with batteries disconnected and just one of the chargers on it reads approx. 48v or just one 24v bank connected 48v. With multi meter reads 24v on terminals. I'm thinking bad meter onboard?
 
If the voltmeter doesn't change even when you disconnect the batteries I would suspect it is bad. Disconnect the wires behind the voltmeter and see if anything changes.
