Scantling calculation with stiffener supporting deck load and bottom load?

Hello all, I am always thinking about this type of construction. This stiffener needs to support the deck load and the bottom load.

    My question is:
For scantling calculation, should we calculate them separately?
or just add the minimum modulus from bottom and deck? Then compare to the modulus of the stiffener

    Thanks

    I would calculate them as:
    - calculate as bottom stiffeners
    - for deck, treat them as natural stiffeners, and calculate deck panels only. If deck panels do not comply, add extra deck stiffeners for deck molding only.
