Initial stability calculation

    The question seems to be incomplete. There is no stipulation on where on the barge these modules are supposed to go.

    I'll assume they are supposed to go on the deck. But there are a number ways they can be placed.

    The barge is 60 m long. And the lengths of the two modules added together is 18 m.

    They can be placed side by side, which would be the worst scenario.

    They could also be centered width wise and placed so their CG is at mid-length of the barge. This would be the best scenario.
    They could also be placed diagonally from one another, with the heavier one further from the sheer.

    This seems like a trick question, or a poorly thought out one.
